Volvy Smilowitz, aka Zev Smilowitz, a real estate developer from Sullivan County, conspired with Shalom Lamm and Kenneth Nakdimen to rig a local election in the town of Bloomingburg to ensure the selection of city government officials friendly to their multi-million townhouse development. Smilowitz, Lamm, and Nakdimen falsified voter registrations and bribed voters to falsely register in the town. Smilowitz pleaded guilty to conspiracy to corrupt the electoral process, a violation of Title 18, Section 371. He was sentenced to three months' imprisonment followed by one year of supervised release, and was ordered to pay a $2,500 fine.
