Kelly Reagan Brunner, a social worker at the Mexia State Supported Living Center (which cares for people with intellectual and developmental disabilities) in Limestone County, was charged by the state with 67 felony counts of acting as an agent of election fraud and 67 felony counts of election fraud after submitting voter registration applications for ineligible voters. While purporting to act as their agent, Brunner submitted voter registration applications for some residents who were ineligible to vote after having been found mentally incapacitated under law, and for other residents without first obtaining their signature or effective consent. Brunner was not eligible to act as an agent for the residents as state law only allows relatives to do so. In exchange for dismissal of the other charges, she pleaded guilty to six counts of purporting to act as a voter agent and six counts of election fraud. She was placed on deferred adjudication with a period of community supervision of eight years but first had to serve 12 days in jail as a condition of her probation. She also had to perform 192 hours of community service and pay $2,925 in fines and fees.
